The candle behind the glass is not lit. What you see is the (virtual) image of the candle flame in front of the glass. Since the rear candle is placed at the location of the flame's virtual image, there is no parallax between the rear candle and the flame's image - the rear candle appears to be lit from any direction (in front of the glass).
